you need to buy cocoa beans, roast them and ground them up to a fine powder to make cocoa powder.

or just use melted chocolate in place of cocoa powderHow do you make homemade cocoa powder?
I am afraid if you cannot buy cocoa where you live, there is little chance of you being able to make cocoa yourself. What about chocolate? Can you buy that? If so, you will have to substitute very finely grated chocolate for the cocoa in the recipe. You will have to add more chocolate than cocoa, so check the taste.

If you are in a very hot country, I know it is difficult to melt the chocolate available. If this is the case, you will possibly need to add a little colouring as well as the grated chocolate. Use gravy browning or boil some sugar in a little water until it turns brown. Leave to cool before adding to your recipe.

If ';drinking chocolate'; is available, you can use that instead of cocoa, but reduce the amount of sugar in the recipe by about a dessertspoon for each teaspoon of drinking chocolate you use. Drinking chocolate contains much less cocoa butter, so you will need to add about three times as much as your recipe calls for cocoa powder.

Hope this helps! Good luck!
